In Rashi's day, the locals were losing science and technology at an amazing rate. It was called "the Dark Ages" for a reason. Meanwhile, the Ishmaelites were having a Golden Era.
Just maybe this is why Rashi thinks of the Ishmaelite trader as the paragon of intellectual information gathering.
